What does it say about the rights of people? Be careful because it is not obvious what “Rights” are really in the Constitution and it would be a mistake to use that stuff “everybody knows” because it is technically insufficient and often incorrect.
Rather than taking on the whole landscape, choose 4 “rights” and give specific evidence that it is a right and from where this right emanates. Be sure what you choose truly addresses granting rights to the people specifically and not rights that you think are implied by the wording.
How would you characterize the overall position of perspective of the current United States Supreme Court (USSC)? BTW— highlighted in blue is the only acceptable way to refer to the Court the first time you mention it, and there after “the Court” is proper.

The final paper is based in part upon the three previously completed elements, the Annotated Bibliography completed in Week Three, the Slide Presentation completed in Week Four, and the Outline completed in Week Five. The sources within the Annotated Bibliography, assigned texts, and recommended websites should serve as principal resources for the development of the policy proposal.
Throughout this course, you examined the responsibilities and functions of agencies at the federal, state, regional, and local levels within the context of homeland security. You have also considered how agencies seek to mitigate hostilities, threats, hazards, and consequences through coordinated activities and decision-making processes. In addition, you have examined skills utilized in the identification, evaluation, and resolution of complex homeland security policy issues. You will utilize this knowledge as you research and write your policy proposal.
Your paper must identify and formulate a policy response to a current homeland security issue, based on a synthesis of relevant literature, applicable theories, methods, evidence, and existing policies. Review the prior assigned readings to assist in the selection of a current homeland security issue that suggests the need for coordination among agencies at various jurisdictional levels. You must select a relevant theory addressed in the Martin (2015) text, or from a scholarly journal article, as the foundation for your policy proposal, and the theory must be addressed in your paper.
