We’ll begin with the assumption that you have been appointed as the budget manager for your unit (be sure to read Lecture 2A to learn about the role of a budget manager) and now have been told that your institution is going to use a zero-based budget model with an 80% base for the next fiscal year – meaning, you will have 20% less funding to work with. Your tasks are to:
- Identify which of the current activities/programs you deem to be “absolutely essential” and necessary for the operation of your unit and can be continued under the 80% base. In the “real world” not all activities/programs have the same expenditure levels but, for the sake of this exercise (since this is only a one-month course) we’ll assume the expenses to be equal. So, list all of the activities/programs and then select the 80% that you deem to be the most essential.
- Next, decide which of the activities/programs in the 20% not funded, you would argue should be restored if you were granted an addition 10% funding and articulate a rational for their selection. Picture yourself as having to fight for this additional 10% funding and make your best possible case.
- Finally, decide if the remaining non-funded activities/programs are really something that your unit needs and are worth the strong justification and documentation effort you would have to make to attempt to get central administration consider granting your unit funding for this last 10% of your prior fiscal year allocation. This is a hard decision to make because you have to assume that administration is not going to be disposed to hear your argument so, decide if any of these remaining activities/programs are worth the fight you would face and, if so, how best to made the case on behalf of them for your budget unit.
- We won’t subject you to the daunting task of asking for additional funds above the full level of your last fiscal year allocation for one or more new activities/programs your budget unit wants to begin. But ……… if you want to try it in this exercise, do so, but know that you will be expected to provide extraordinary justification and documentation for such a request. I’ve “been there and done that” in real-life on two occasions and the only analogy I can make is to suggest that the presentation before the budget committee almost felt like a fast and furious combat situation! In lecture 4A we note Birdsall (1995) advising that budget unit managers “demonstrate the ability to make budget hard choices within the department prior to bringing the unit’s budget to top administration” – this is sound advice which can help you prevail in any budgetary wars you may encounter.

Whereas the U.S. Senate is comprised of two senators per state, the House of Representatives divides 435 representatives among each state, according to U.S. Census data. By constitutional law each state has at least one congressional representative. That said, many populous states have over twenty congressional representatives. California has over fifty congressional representatives!
A congressional representative serves two year terms. A representative proposes bills, amendments, and resolutions, and serves on a myriad of congressional committees. Yet, in contrast to a U.S. senator, your congressional representative serves a distinct, geographical area – his or her congressional district. Thus, they are charged with representing the political will of the citizens in their district.
Using the House of Representatives official website (www.house.gov) investigate your district’s member of Congress. If you do not know your congressional representative, enter in your zip code (11207) to locate your congressional district and representative. Then, access your congressional representative’s individual website. Examine your congressional representative’s legislative policies (proposed bills and voting record) and constituent services (how the office of your representative helps the citizens in their district).

Exclusive breast feeding of a newborn is critical. A child needs all the nutrients and health benefits that come from their mother’s breastmilk. In addition to feeding the baby, breast feeding creates a perfect moment for a mother to bond with their child. Some of the reasons why mothers might not what to breast feed include, postpartum depression, shame due to less milk production or even cosmetic reasons such as the fear of sagging breasts.
When I notice that the mother is not breast feeding I will inquire what the reason is. If it is a psychological issue I will appoint a counsellor to help her get through the issues so as to allow her to breast feed her baby. A lot of mother’s unknowingly go through postpartum depression and this can reduce their milk production or their zeal to breast feed completely.
Where breast feeding is still not possible, I will result to formula milk. I understand clearly that breast feeding is not just about the milk but rather the bond that is created. I will therefore place the baby in the mother’s arm in a position that seems like they are being breastfed, child is likely to assume the formula is their mother’s breasts and thus adjust to it (Cowell, 2016).
I will also request the mother to pump out some milk for the baby in case they are scared of saggy breasts. Whereas saggy breasts are almost inevitable, expressing milk makes the sagging less. I will also insist on a clean and nutritious diet for the mother. Without eating healthy, milk production is likely to reduce and some mothers, maybe ashamed by this.
