Your goal for this essay is to evaluate the costs and benefits of a project or plan. The project or plan on which you focus should be as close to home as possible—it should be located in your town, state, region, or even in a specific, familiar place. The project or plan you choose to evaluate could be a proposed response to an issue in the government, the education system, the environment, etc. In other words, you could choose an issue (such as unemployment in Pennsylvania), find a large-scale plan that has been proposed to solve the issue (such as a specific policy change), and weigh the costs and benefits in terms of money, time, environmental safety, and/or human life or quality of life. Think of this study as a “pros and cons” essay that ends with your conclusion, based on your research, about whether or not the project should be started or the plan should be enacted, and why. Imagine your audience to be a section of the public that is only generally familiar with the issue.
