There will be time during Thursday’s class (February 8) for you to discuss and plan your work. If anyone is missing class on Thursday, they need to promptly catch up with their team outside of class, or write and submit one of the memos by themselves.
TEAMS: Each Team does two memos.
All Team members contribute to writing and reviewing both memos and will review them for clarity and accuracy before submitting them. Imagine you have a Consulting Firm that advises governments on issues of budget deficits and debt.
You get a call from the new government of Pinkland, which is wondering whether it would be okay for them to increase their deficit. They don’t give you any more information than that, but they say they want you to tell them what the risksare, right there, on the phone, without really giving you time to look up information and data about that country. You ask to be given a little time to gather your thoughts and put together your talking points.
Given the situation, all you can do is telling them what factors/ questions are important to considerwhen assessing potential (low or high) risks of having greater deficits/debt.

Cost-benefit analysis refers to a technique that is used in the comparison of the total costs that are incurred in a certain project or a program with the benefits, and it uses monetary units as the common metric. The costs that would be incurred in the implementation of a risk-reduction program includes the total cost of the activity including both the direct and the indirect costs as well as the costs of the potential risks that are likely to arise (Pearce, Atkinson, & Mourato, 2006). The cost depends on the approach of the program, and it looks into all the activities which are conducted as part of the systematic analysis and in the planning process including research. Additional expenses regarding money, time and other resources are considered to be more reasonable from the perspective of the willingness of the members of the public to incur expenses because these costs to a great extent aids in the reduction of the level or costs associated with the risks
In the implementation of a risk reduction program, benefits refer to the advantages that the organization is likely to accrue as a result of the implementation. The benefits include all the direct as well as the indirect revenues and the intangible benefits such as increased level of productivity due to factors such as the improvement in morale and safety of the employee’s and also an increase in the level of sales as a result of the customer’s goodwill. Lots of benefits are derived from the use of additional resources to inhibit risks from taking place.
Cost-benefit analysis aids in the calculation of the benefit or the net cost that is associated with a certain program. A lot of care should be taken in the process of cost-benefit analysis to ensure that neither cost nor benefits are underestimated or overestimated. Before the implementation of the risk reduction program, one should compare the aggregate cost and benefits to ensure that the benefits of implementation outweigh the cost. A program is said to be rational if the costs are less than the benefits and in case of this, it can thus be easily put forward. In the case that the costs are greater than the benefits, a review of the project should be done to increase the benefits or decrease the cost so that the program can be made viable (Quah, & Toh, 2012).

PRE- APPROVED TOPICS: Essay Approval is not required if one of the following topics is used: death penalty, legalization of marijuana, gay marriage, stem cell research, gun rights, tax reform, lowering legal age of alcohol consumption, and immigration reform. NOTE: abortion is not an approved topic.
Essay Requirements.
-The Political issue essays are expected to highlight both sides of a political issue. Students are allowed to take a political standpoint as long as both sides of the political issue are explored. For example, a student may want to explore the political issue of gun control. A student should provide a very brief historical perspective of gun control and explore both the pro gun control and the anti gun control political perspectives. Finally, students can argue whether they feel that gun control is appropriate or under which conditions and circumstances that gun control is acceptable or unacceptable.

The first potential pitfall in risk reduction is inadequate funds to assist in the implementation of the risk reduction program. For the program to be implemented, an adequate amount of funds must be put aside to aid for financing the operations so that all the costs can be easily covered. It is important to identify this potential pitfall to make sure that the funds that have been set aside for running the program of risk reduction are adequate. The issue of inadequate funds can be handled by ensuring that adequate planning is done to ensure that all the costs that are likely to be incurred are incorporated in the budget (Djalante et al., 2017).
The second potential pitfall is the inconsistency in the implementation of the program and the lack of a standardized approach (Izumi, & Shaw, 2015). It is very crucial to check on this to ensure that the all the departments in the organization has adopted the similar program in the risk education to ensure uniformity. This potential pitfall can be handled by ensuring that all the departments are trained on the best approach to implementing the risk reduction program to avoid variances. The third potential pitfall is the lack of coordination among the different departments in the organization. In this, during the implementation of the risk reduction program, all the departments in the business should work towards the same direction. This should be handled by ensuring that the resources are evenly distributed, and the departments that require more funds are given more attention so that all the departments can be in a position together as one and towards a similar direction.
